This is an interesting idea! I think you'd have had better luck if you made the mashed potatoes thicker though. And added plenty of butter to them. When I make mine thick and buttery it can be molded however I please without falling apart. You should try this again but with thicker potatoes! And double the cheese on the top and bottom of the meat!
