the texture mod is called IV Lane and the graphics mod is called Icenhancer 3.0 natural

iCEnhancer 3.0 Natural by DayL and my laptop specs are i5 11400F and GTX 1650 which can easily push ~100 fps with graphics mod and max graphics

​@@wow22815 Depends on your PC, if it can run default gta 4 on solid 60 fps, try using Simple Enb
