Hey Brian, We tried to cut the step from the ground w/o fill. Tamping the ground is so hard to do - settling is a big risk even after tamping. We have pretty solid soil so we cut out places for the blocks exactly so the blocks rested on solid undisturbed soil. Mortaring or cementing around them is not a bad idea to prevent wiggling over time. Ours haven’t moved since we put them in - pretty pleased! Thx for watching. Hope your project goes well.
