I don't think this person was worried about being 100% accurate with what professional is responsible for part of the design stage, it was merely a set up for a joke about our crappy weather

why not place a solar panel on the ground in the spot where it gets hot, it would be very cheap compared to covering the whole building and it would capture a significant amount of energy as the energy from a very large area is being focused on this small section. id guess like 5x what ud normally get from that area.

It's the architects fault not the engineer.. there's something we do called "Site Analysis" it clearly wasn't done for this building.
