Countries have rights to sign up or renege any business agreements as deem fit and it should not be a big achievement to say yes or no. if you dont want to join, it is not worth it making a stuppid headline. There is no mention of Peru's new port opened with China help and Brazil will use that new port to export its goods. Peru and Brazil already has projects on its own to build infrastructure between the two nations.
