My company is like this. All of us workers can literally complain for months about unsafe shit and nothing will be done. Concrete and steel melts more than catch fire and paint likes to vaporize. Oil residue will just evaporate with that kind of heat as long as there isn't any pooled up.
Stopping the machinery would let the steel cool down inside and make it very difficult to remove, possibly ruining the machinery in the process. If the front end of the steel somehow takes the wrong path, they get the whole thing out and into a neat pile right away before it cools so it's easy to clean up. Also at that high speed it probably eliminates massive brakes, the energy of starting everything again, and not using the machinery for hours or days because you're cutting steel out of it while trying not to break stuff
