I see only a little trouble with this, water evaporate immediatly when exposed on Mars... Perhapse it can be done inside an hermetic machine than put outside.

The requisite moisture is already naturally in the Mars clay regolith and poly-hydrated sulfate regolith. The short drying time will provide for even faster curing of the blocks.
