It's probably the most famous castle in Germany but it's not even old. Funny that of the thousands of castles one of the youngest ones is such a tourist magnet. If you want to see a really old (900 years) castle that is even still owned by the original family look for Burg Eltz! 🏰

It's highly debatable whether King Ludwig was "insane." He was declared so by his political enemies and died under very suspicious circumstances. Now, I'll grant that from what I've read, I doubt anyone would make the argument that he was the perfect statesman, politician, nor public policy virtuoso for the job that was needed by his state at that time.
    But.... "MAD?"
    That MIGHT be a stretch.
You neglect to mention that he was also persecuted by conservatives for his visionary modernism in the arts, (and most likely largely persecuted for his secret homosexuality) and his "madness" and "frivolousness" was highly distorted by those same political enemies. They also spread rumors that he used state funds to build Wagner's theatre at Bayreuth. I don't know about how the castle was funded- I'm ignorant on that. But I know he used mostly his own personal money to build Wagner's theatre, and I'm not sure, but I don't think he used ANY state funds at all to build the theatre.
But it has also been pointed out by MANY how, while when these structures and institutions were first built and organized, they were highly lambasted by critics for being a "mad waste of money," that in the century since, the "madman's" "crazy fairy tale dreamworld" investments turned out to be just that: BRILLIANT investments.
The Bayreuth Festival, Wagner's theatre, and the castle, all generate huge amounts of money every year for the local economy, and have done so consistently for about a century, from tourists and music fans making pilgrimages from all over the world to see the "Mad King's" "frivolous" investments.
