One wire goes to the kill switch and the other go to ground meaning it has to be attached to a piece of metal or the frame of the engine. I just wrap the wire around the top long screw that holds the pullstart in place. Doesn't matter what wire you connect either because when you hit the kill switch it's just making the coil make contact with the ground wire.

How do I hook up the throttle cable and throttle handle to make it go

You can use a bicycle brake lever and hook it up to the throttle cable and attach it to the steering wheel like he did in the video.

Those 49cc pocket bike engines are pullstart and don't take much effort to start as long as your carburetor jet isn't clogged.
