Viltrumites don't have a "natural" state of conquest. That's a culture cultivated relatively recently by the then current leader. Viltrumites are just a diverse as humans naturally.

What I like about when the Viltrumites infiltrate earth, you can see that they enjoy living there, probably because their society only cares about their strength and brutality, but on earth they are valued for more then that, in addition they stared families and those families genuinely love them, which is probably something they haven't had in a long time.
This aggressive Viltrumite culture seems to have taken over shortly before or during the reign of Emperor Argall of Viltrum, which is recent in terms of Viltrumite generations.
Viltrumite instincts and natural inclinations would have been shaped by a large number of generations, not just by the last two or three generations.
So my theory is that Viltrumites are not naturally very aggressive, but that they do have strong parental/familial instincts.
Actually i think it happened after argall died. Argall was a very good ruler from what i recall, and his kind nature was the reason he was so easily murdered. The ruler after him was thragg, who had his grand vision for viltrumites include conquering other planets

The idea: What if Thragg and the other viltrumites went to Earth to get revenge for us destroying their world, they go to Earth preparing for the worst, but Thragg talks to them and they come to agreement that the Viltrumites will live on Earth secretly and peacefully while growing the population back because human and viltrum DNA is a good mix
And slowly take it over from the inside turning earth into the second viltrum homeworld based.
