Please do explain? The reason that the "rebels" were Texas and California is because those are two states opposite each other on the political spectrum, this was done on purpose to avoid people saying "it's Democrat/Republican propaganda" it's a movie about journalists at it's core, the civil war is simply a backdrop that makes the war feel more relatable to Western audiences.

Also, Texas and California have larger GDP's, populations and military strength than many countries; teaming up gives them both access to the Eastern and Western seaboard so it also makes sense from a strategic standpoint so and that's why they have strength in this case. To add to your point there were two other factions that succeeded as well so essentially a civil war on several fronts
