Yes, aluminum paired with stainless steel has a voltage difference of 0.7-1.0 V, which will further excel the galvanic corrosion, depending on the conditions/environment it's in. If looking for long term, at least copper, plated copper, or stainless steel( to match) would be far better than aluminum sleeves. However I think the guy making these is looking at them from a disposable/replaceable standpoint. The same bolt could be used, and then just replace the cable.
