Confirmed with other buyers this isn't the normal condition these should arrive in. W9 offered to send a new one, which I appreciate. Since I'm in Ukraine, it's not practical to return and re-ship another one. I tried to clean up this one, got it slightly better looking, already installed it. Functions perfectly. Just a slight annoyance that I received one that got by QC. I know this is an unusual situation, and in general W9 makes very high quality stuff.
