Sir in case of cash settlement if market price is (1500) and contract price is of 2000 , can still farmer go for cash settlement without delivering

in that case its a loss for the industry to buy cotton at a price of 2000, where as in market it is available at a price of 1500... in this case , cash settlement will be done by industry... industry will pay the price of 500 to farmer and thus cash is settled
