Our representatives vote or are supposed to vote according to the wishes of their constituents. The Constitution protects both. Basically, the debate is like 4-year-olds arguing over the same toy. It is not widely known, but President Biden had a stutter when he was a kid. He worked hard to overcome it and, for the most part, he did. It's intensive exercise, you have to work on it daily. At times, however, it may crop up again, and the slips in his speech are due to that.
