    Why would they use the same actor at 20:49 to play two different characters who were a part of the Don Beech corruption storyline? It just confuses the audience.

      I like the show but it's a lazy casting process if they utilised the same actor, as they did with Peter Lee Wilson, in playing two different characters (Steve Harper and DSupt Steve Hodges) who were part of the Don Beech corruption storyline. They've got the same first name as well!

      The Don Beech storyline didn't officially start until September 1999 when they introduced DS Claire Stanton to the series, so this was more of an occasional showing of Beech's corrupt activities that was pretty much under the radar to everyone else with the exception of DS Baly. So the reason why they would have the same actor play two different characters within a course of a year and a half would be because it was a pretty common practice in Television in the 80s and 90s with series that had a long yearly or half-yearly run of episodes.
