I too experienced this problem on Xbox. After successfully taking back the plant my power boxes still wont work properly(saying the power plant is not fixed yet).

did this work for you when powering up the fusion core for the workshop?
I haven't tried the power core system yet but that black box doesn't seem to work unless it a workshop that isn't part of the power plant
The pylon connecting the power box to the fusion core generator is deficient. Scrap it and make your own. Lights blinking? Then you're good.
