Soo this valve train works similar to a single acting steamer in that when the valve isn't acted on it allows intake to happen, when the valve gets acted on by the cam it blocks off the intake passage and opens the exhaust passage. Or it could just have an atmospheric intake with a one way valve to stop exhaust going back through the carb when the exhaust passage opens.
