I did buy the game Don't Turn Your Back because I got a promo. It was because it is a "Don't Be A Wick" promo and that is my last name, so it seemed like important advice to pass along.
Depends on the promo. Alt art then no problem in not owning and certain cards that replace other cards... I can go without. But anything that adds an amount of gameplay to a game I personally see as part of the game and therefore I need to have it. If I own the game already then I'll play it without pining for said card but for me it IS a factor in choosing whether to buy a game. Only once have I ever bought a game retail that had a Kickstarter(with exclusives) for instance and that was before I knew what Kickstarter was.
agree with Tom on promos. Like them as a nice little treat on top, or if it's for a game I've played for a while, getting an extra card or two to spruce things up is nice, but they're nothing to scream and cry over or get insane about getting.
Doesn't the new Duel for Middle Earth technically have a promo already called "The Shire"? Seems like too important an item to not be included in the game out of the gate. I'll be very disappointed if I have to hunt something like that down! It seems petty to not include that in such a potentially popular game. But as long as they would be available from the manufacturer directly or elsewhere down the line, I think they are great. I dislike when the item has a limited release with no real way to secure the promo down the line. If it's one card with different art it's not a big deal, but if it adds unique powers etc... then my FOMO unfortunately kicks in.
King of Tokyo doesn't need miniatures, it's affordable it doesn't have the gateway blocker of having a superior set. There's enough plastic in the world and Miniatures suck because they are unfinished as they need to be painted. The standees are way better.

The promo pack I wish I had was the fairy pack for Ethnos. The best promo I have is Godzilla for CDMD. A whole mini is substantial.

Promo scalping is what I dislike.

Promos. They almost make you feel special.
Cracker Barrel combines mediocre food with long waits and slow service. Therefore terrible for a road trip. I do like their syrup.
