They were afraid of cost overruns. That is kind of funny as it seems any jet the US Air Force has made always has cost overruns and never delivered on time. It makes me wonder if the YF - 23 would have been any worse as far as cost overruns. Sounds like there were plenty of bad decisions made not to show off the YF- 23's abilities. It seemed to be a great fighter for the time.
I remember reading that one of the reasons why it wasn't picked was because the military didn't like the way it looked compared to the F-22.
I believed back then they picked the wrong one, and now they are regretting it. China just unveiled their new 6th generation fighter with 3 engines.
