Robert, I'd put it the other way around. The flats are there to provide added braking and spacing. That is their first job, as required by regulations when moving damaged cars/locos without brakes (AKA "hospital cars"). They can also be used to haul non-rolling stock.
@Frank Ely Your correct. Back in my day we put the damaged loco's on flats to send to shop for repair or cannibalizing for parts. Times changed since I retired from Conrail.

Those flat cars I’m betting since pushed is mostly prob as buffer compensating dead weight of engine without brakes even in normal consist usually toward front and near rear is empty’s so can brake better Also specific of those flat cars as see 2 slightly taller ones one on front and back of engine that was derailed are capable of hauling that engine without its trucks they have pivot axel for high and wide Other cars look like got boards down middle are actually used hall the trucks or mow units, on them they can move them to another track an off load anything has rail wheels can be on loaded to them
Safety and leverage/tow rope! To haul any other no rolling debris/materials. And a barrier if the unit jumps track will not take out another power unit. Because they can! 👍🏻
They have to air it up to release the breaks have to have 90 lbs then the wheels have to be in free roll they are electric, and all connections have to be right.
I believe that derailment was caused by a semi truck on the tracks. If so I wonder who gets this recovery bill? If it's the truck's insurance it will be a miracle if he keeps his job or ever drives a truck again.

Location is Collegedale, TN, which is just east of Chattanooga.
Flats are probably for braking power since the engine isn't powered and may not have air for braking.
Anytime a locomotive drive putting another locomotive whether recovering,towing a flatter is used for spacing for proper handling.

When everything is ready , people are in the clear and it's SAFE to move then the locomotive and flat car will be moved . SAFETY , SAFETY , SAFETY .
It’s like pulling with a chain. If something happens to the Engine being pulled the Engine pulling would not get damaged.
