No, no, no that's not true. You can't give judgements and understand fiqh by reading Quran and Hadiths. You would terribly misunderstand it. Because fiqh is a field of scholarship like philosophy, law, sociology, economics etc. So it has its principles, methods and more. You need to study Islamic law under a teacher to actually learn how to come to judgements and comprehensively understand Sharia. Other than that just to be a good muslim, reading Quran and Hadiths are enough. But it won't make you into a judge in an Islamic state.
