It all comes to:"does Kotoamatsukami work on them at that stage" what I doubt. But he would definitely be the strongest Uchiha with no bullshit powerup. He is like the Minato of the Uchiha. High IQ, High Speed, 3 Chakra Natures, better Ninjutsu/Taijutsu/Genjutsu than healthy Itachi who murdered the clan. (except for Fugaku, his father)
