Dont u remember when Tobi talked to Sasuke about Itachi's past? He said to Itachi, Sasuke is even more important than the Leaf village meanwhile to a Hokage, no one is more important than anyone. He would be fair with every single person in the village so I guess u get what I mean. Itachi fits the phrase "the unsung hero" perfectly.
