This legitimately IS what AAA gaming has become. Studios have discovered that it’s frequently just as profitable to release a janky piece of barely functional garbage, rather then sink the expense into making something actually good. They employ contract game developers for pennies, assign them to 16 hour crunch schedules to crank the game out as quickly as possible (without paying them overtime, or providing any benefits of course). AND if those small time developers try to complain about the conditions, they find themselves permanently black listed from the industry. They knowingly sell half finished crap, with a pre prepared letter of “apology” poised to release as soon as the negative reviews start pouring in. Then they move on to the next game, and do the same thing.

Many instances of this happening and devs still managing to figure and work. Or the fact that GameMill, the development studio, has been around a while and makes games like this regularly. The last game they made was the avatar game. They also did Nickelodeon kart racers and brawlers. They have a decent size catalog of shovel ware licensed IP games. They aren't good but they make a good amount for them and push them out the door. They very in visual quality but for the most part gameplay wise they are all bad.
