Criminals are not actually more likely to have bad credit scores. There is nothing to say that a drug dealer sucks at paying his bills on time. There is no reason to believe someone with a dui driving doesn't have credit. Not all people in prison are the criminals you seem to be thinking of. I don't answer the calls if I don't recognize the number, but I'm feeling a little suspicious of this call because it was allegedly from a well known car insurance company.
It definitely can happen. My uncle is an attorney in Philadelphia and he's told me some crazy stories about identity theft. One lady had almost a million dollars spent on her name before she knew. People are dumb and fill out random applications online for things and it starts from there.

Sounds like they stole the identity of someone that could get the house they wanted because, while the could afford it, they had other issues (probably bad credit) that blocked the loan. Police when given a licence or a name they look at their in car computer, they get to see a picture of the named person build, and height, hair colour and record. it's not just look at your licence or even just accept a name as true name, officers always check in case you have a warrant or if your banned/suspended from driving.
My brother and I have both had our driving license suspended and never got a letter telling us so. We are both full time workers, law abiding, positive community members. We each were at stable addresses at the time. Each of us were unaware of the suspension. We each had to get an sr22, pay for a new license and a court fee.

My sister developed cancer. After my sister died, her husband abandoned their son at 16 years old and left to go back to his home in another state. My mother supported my nephew until he was 18. We got word that my sisters husband was in prison. Come to find out he was committing crimes and was arrested.

Why on earth would an identity thief want to target former inmates? Odds are their credit isn’t great. Also cops verify that an ID is legit when they pull you over, so I doubt someone was racking up violations using her ID.

Unfortunately, my family dealt with someone like this. My late sister married a lazy man who couldn't tell the truth. He couldn't keep a job. My parents had to constantly bail them out. My sister developed cancer. After my sister died, her husband abandoned their son at 16 years old and left to go back to his home in another state. My mother supported my nephew until he was 18. We got word that my sisters husband was in prison. Come to find out he was committing crimes and was arrested.
