In GTA III you changed the skin, NOT the clothes. Claude can change his clothes only once - at the first mission when he arrives to the first safehouse. So you need to gain a wanted level and come to the safehouse to see if changing outfit removes wanted level

Crazy how nobody said this but as Franklin in gta v I was able to change my clothes and if I’m close to a safe house I use it to escape cops, it’s if the cops are in your house or your in the sight of the cops when u can’t change clothes

In gta5, you can escape cops by going into a barber shop for the first time. Your stars are erased which means cops have forgotten you.
