It really depends on your class and spec. For example, I know there's some stuff in early zones and dungeons that's practically bis pre-raid for bears (not including crafted gear, world drops, and pvp gear). Whereas some other classes may not see their bis stuff for quite some time.

Typically in the retail game the previous "expansion" (prior to Shadowlands anyway) would always provide less xp. Like going TBC at 58 was like 2/3x as fast as hitting 60 in Vanilla, same for 68-70 in Northrend vs TBC zones.
from my understanding, outland and azeroth have different ways of XP-Calculation. Azeroth XP = (Char Level * 5) + 45, where Char Level = Mob Level Outland XP = (Char Level * 5) + 235, where Char Level = Mob Level so Outland XP is superior by 190 XP per mob
you then have to go back and quest to revered with the reps needed to get the heroic keys needed to get kara attunement. The open world will still be nuts after 3 days which means you will still have a lot of competition. If it takes 3 days to reach 70 you are still going to have a rough time being attuned to kara, farm kara trash for rep, and do the quest chain for nightbane to accomplish a week 1 clear. I am sure people will figure out how to do it but it will be a minority to be sure.
The levelling guide I linked gets you to 70, Karazhan attuned and 4 out of 5 heroic keys unlocked just by running dungeons. Level 68+ dungeons take you to Revered.
I mean if you go by the 30 cap and rough estimate of 20 min a run it should take you about 10 hours for 3 days of dungeon runs to get to 70. Thats amazing, especially knowing how much of a cluster fuck its going to be with everyone in the zones.
i remember in tbc.... without a quest addon it took myself and some friends (doing our own thing while questing) roughly 4 days to level up while taking in the sights... honestly with how streamlined quests are its pretty fast leveling doing the quests

They don't have any intention of enjoying it. Sure. But don't fall into the trap thinking that everybody will be in full naxx gear with thunderfurys come launch day. You will have terrible dungeon groups, unless you play with a specific group of people.

Level 60->61 is 494,000 exp
494,000[exp] / 83,000 [BF exp per run] = 5.95
