I think the confusion is that, when I talk about 'arches', I typically refer to 'true' keystone arches, which the Romans really perfected and used in virtually all of their architecture. Corbeled arches have been used since Neolithic times, including by the Sumerians. In any case, I suppose we can think of the invention of the arch as a massive group project spanning thousands of years: the Sumerians stacked mud brick to make arches, and the Romans figured out a more efficient way to achieve more or less the same effect (with concrete and stone) so they just decided to use arches for pretty much everything.
