Actually from what i have seen in 3 England group matches, Southgate was playing 4-3-3-0 formation in which Foden and Kane fighting for 10 role, Saka as right wing, Bellingham become left sided number 8 and play without left winger and without striker.
I don't know where did Southgate learn this tactic and formation but as far as i can see it is a failed tactic and formation.
Take Kane off. Palmer should start.

If you watch the 3 England group games you should easily seen Bellingham in fact was playing as left sided number 8. Don't be fooled by starting formation but look at in-game formation.
