Some sanctuaries are ethical while others pretend to be. The latter may be elephant camps in disguise, in an attempt to make profitable business. It is the responsibility of each visitor to do their research beforehand and use their best judgement to figure out whether the sanctuary is for conservation or for exhibition. I mentioned this one of my Bali vlogs before. Note to those reading: Please do not ride on elephants as it is damaging to their spirit and spine. Be wary of tiger shows as the animals may be drugged. As for Kowloon Park, there is not much written on how animals are treated behind the scenes (as of when I write this comment). What we do know is that visitors do not pay an admission fee, so are not supporting the park financially. Unless it is funded through tax dollars. I've been in Hong Kong, and those waffles are amazing! They don't taste like egg. They are very sweet, taste a bit like a cookie, but definetely taste like waffles. Worth it! You should go to Hong Kong Island and visit Ocean Park!
