To me, it sounds like todd was using you (And possibly other streamers or youtubers) to fish for hours on the surface to confirm his theory that it can't be caught above ground so he could have justification to make that change on the wiki based on an assumption. It's a good scheme, make people fish for you, and watch the results while you laugh at their suffering. Todd is helping terraria players by making them suffer. The dungeon fact might have been because he didn't actually know if that biome made a difference, as it can be fairly finicky when it comes to fishing.
Todd needed someone to test the fishing rate for the golden carp. He didn't want to sit there for hours fishing for it though so he just tricked you into doing it.

Checking the wiki's version history yourself, you can see that the Golden Carp page had always said "any biome" since it's creation. However, on the completely separate "Fishing catches" page, it has shown specifically Underground, Cavern, and Underworld layers since it was added. Todd isn't an evil mastermind, just someone who read the wrong page and corrected it when they realized it was wrong info, as can be seen by the edit comment.
Maybe todd goes around to different streams telling streamers about how you can get items in specific places to check if the wiki is right? That would make him chaotic good, because he was fact checking so nobody would get misled again by misleading you.

The craziest thing about getting shiny pokemon in emerald, is that it's not actual a "random chance." It's tied to the frames of the game, and if you can find the very specific frames that spawn a shiny, it'll always spawn 100% of the time. It's WAAAAAAAY more rare than 1/8192, technically

Since I only play competitive pokemon, I see shiny hunting as a waste of time since they will almost never have perfect stats, meaning they will just be rare but bad for battles. Anyway, good for you :D

In Pokémon, that “thing” is shinies. In addition, it adds a uniqueness and personalization to your team thats more than just a nickname.

In older games, link battles don’t exist, and for new games I don’t have any friends who play Pokémon to battle with. Shiny hunting is pretty much the only content I can make for myself from a completed game.
i was fishing for the golden carp in my modded playthrough because I wanted the trawlers soul to craft soul of dimensions. i went underground and threw my fishing line into the water and caught it immediately.
This is sad. Me and by friend did a For The Worthy Master playthrough early this year and while fishing heavily for potion fishes we kinda realised this when we were comparing fish spoils and I realised I had like 4 golden carps (I was fishing for armorfish and specular fish) and he had none (he was fishing at surface hallow). We checked the wiki and saw that this was probably an error. We made a joke on someone trying to get the carp and messing up by fishing on surface.

The chance is actually 1/250 at 44% effective fishing power according to a fishing drop rate calculator (also, fun fact: the code which determines which fish is dropped most of the time decompiles to a single line ending in 27 consecutive closing parentheses and a semicolon)

I remember trying to get the rod of discord for the first time. I had set up the optimal farm to find it and yet it took a combined 46 hours over 3 days to get. I had killed so many of the things the rod drops from It was my most acquired banner in the game. I can't remember how many it took to get but I know for a fact I had greatly gone over my odds a few times making me think I was doing something wrong. When I finally got it I took a picture just because of how much disbelief I was in x3...and yet it wasn't at all worth the time it took to get it.
Today I just entered Hardmode on my mage character and decided to go for the Serpent as my first hardmode mage weapon. I caught 2 while using a Scarab Rod with nightcrawler bait in the duration of the fishing potion I drank, 8 minutes. A few hours ago I checked some videos and forums on mage builds and it turns out to be an insanely low drop(catch?) rate. Terraria RNG is fucking weird man.
I can fish for straight hour, idk how everyone thinks its boring. Its so interesting to get all these fishing suff. fe full angler set(armor + two bags and earring) or getting cellphone lol
Theory: Todd had heard it from someone who heard it from someone else or someone that lied about it, or someone that lied about it. When Todd realised that it was wrong he felt guilty and updated the wiki so it would not happen again.
i like to think he didn't want to confirm this theory by fishing for a very long time by himself so he decided to let somebody else do it.. you've gone long enough to comfirm his theory so this was a successful find
I caught like 3 of those throughout my playthrough, while never actually trying to. Although I had obsidian rose only drop after about 140 fire imps, and I have no idea why. Droprate is 2%, i was supposed to get about 3 of them by that point. I also got 4 plumber's hats, which have 0.4% droprate according to wiki. Shady stuff.

Tip for new players: after beating wall of flesh, go to the jungle, but be careful of the enemies. After entering the underground jungle and try to find a pink bulb. When you find the pink bulb, use a pickaxe to mine it, if you combine it with an item called “stardust sword”. Its an item that spawns in the center of the world, but you need the bulb first to get it.
Something odd about fishing, in particular Crates... there's a Hallowed Crate. You can only catch it in the Hallow... during Pre-Hardmode. For those not in the know, the Hallow is created naturally when Hardmode begins. To get a Hallow biome Pre-Hardmode, you need to bring Hardmode items (namely Hallowed Grass Seeds or Blue Solution) to a Pre-Hardmode world and create it artificially. In Hardmode, Hallowed Crates are replaced by Divine Crates. It just baffles me why a Pre-Hardmode Crate exists for a Hardmode biome, beside the fact every biome barring Forest and Space have 2 specific crates, one Pre-Hardmode, one Hardmode.
Fun thing, I'm doing a "No mining, NO BUILDING" challenge. After some nerve wracking WoF fight (I literally had one shot) I realized I only have two way of fighting the mechanical bosses. Get them spawning naturally (10% chance every night) or drop their summoning item from killing any enemy (1/2500 chance) All the while I'm fishing for crates to get Palladium (I found an anvil in a Jungle house, it's a pain to reach but at the very least I can get Palladium armor for the fights)
A pro tip for farm building, If you are hunting for the RoD (Rod of Discord), Place background walls behind you to minimize the chances of bats spawning!
If you look at the history on the wiki page, it becomes much more clear. The info on it being available in any biome in any layer was on the page prior to these events for a long time, and at some point was updated when someone noticed that information was no longer true. Then comes another user that decided to remove the changes, which were then rightfully undone. Later this same user removed the changes again, and this is around when the events of this video started, before the information was again set back to what it was supposed to be by the person that put you down this path. Basically the whole thing happened because someone was either griefing the page, or they simply didn't realize or understand that the information they kept putting up was no longer true (despite other edits clearly stating the info was outdated and contradictory to information elsewhere). Todd most likely just wanted video proof of the fact that it wasn't accessible in every biome in every layer, and may not have had the means to do so themselves, and at the same time may not have had any evidence or knowledge on which information was actually correct. Simply put, he went well above what most wiki editors would to provide truthful information.
I may be late commenting but i accidently got this golden carp during my fishing in underground hallowed to supply chaos fish for wrath potions lol. My fishing gears are mechanic rod and master bait as well as fishing potions. At that time, i never thought this golden carp was extremely rare so i dumbfounded sold it.
I found those fish for the first time while fishing in the dungeon, I can say that they are rarer than mythril and stockade crates, but not as rare as titanium crate. 240 fishing power with gold rod, master bait, angler armor, angler tackle bag, fish when its rainning and at dawn: 4-30 to 6-00. Edit: 999 of them sold for 111 platinum coins lol.
Fun fact the shiny shuppet had pokerus it is so rare that it will take about 10 days of encounter to get a shiny with pokerus and pokerus itself is very rare

This makes me realize how lucky i was that I caught 4 withing 20 minutes while fishing for crates.
I caught it 3 times from my 7 different playthroughs so cool I guess.

I caught like 3 of those throughout my playthrough, while never actually trying to. Although I had obsidian rose only drop after about 140 fire imps, and I have no idea why. Droprate is 2%, i was supposed to get about 3 of them by that point. I also got 4 plumber's hats, which have 0.4% droprate according to wiki. Shady stuff.

Is it me or do I enjoy fishing? It's very calming and you go to different biomes and lands for new fish and crates, and the Angler keeps you busy with quests.
Its actually a very good activity in the game. Its just that everyone is too busy being the doom guy to enjoy it lol

Tip for new players: after beating wall of flesh, go to the jungle, but be careful of the enemies.
After entering the underground jungle and try to find a pink bulb. When you find the pink bulb, use a pickaxe to mine it, if you combine it with an item called “stardust sword”. Its an item that spawns in the center of the world, but you need the bulb first to get it.
you need to kill the mech bosses first before plantera bulb spawns, smoothbrain

Something odd about fishing, in particular Crates... there's a Hallowed Crate. You can only catch it in the Hallow... during Pre-Hardmode. For those not in the know, the Hallow is created naturally when Hardmode begins. To get a Hallow biome Pre-Hardmode, you need to bring Hardmode items (namely Hallowed Grass Seeds or Blue Solution) to a Pre-Hardmode world and create it artificially. In Hardmode, Hallowed Crates are replaced by Divine Crates. It just baffles me why a Pre-Hardmode Crate exists for a Hardmode biome, beside the fact every biome barring Forest and Space have 2 specific crates, one Pre-Hardmode, one Hardmode.
Fun thing, I'm doing a "No mining, NO BUILDING" challenge.
After some nerve wracking WoF fight (I literally had one shot) I realized I only have two way of fighting the mechanical bosses. Get them spawning naturally (10% chance every night) or drop their summoning item from killing any enemy (1/2500 chance)
All the while I'm fishing for crates to get Palladium (I found an anvil in a Jungle house, it's a pain to reach but at the very least I can get Palladium armor for the fights)

A pro tip for farm building, If you are hunting for the RoD (Rod of Discord), Place background walls behind you to minimize the chances of bats spawning!

If you look at the history on the wiki page, it becomes much more clear. The info on it being available in any biome in any layer was on the page prior to these events for a long time, and at some point was updated when someone noticed that information was no longer true. Then comes another user that decided to remove the changes, which were then rightfully undone. Later this same user removed the changes again, and this is around when the events of this video started, before the information was again set back to what it was supposed to be by the person that put you down this path. Basically the whole thing happened because someone was either griefing the page, or they simply didn't realize or understand that the information they kept putting up was no longer true (despite other edits clearly stating the info was outdated and contradictory to information elsewhere). Todd most likely just wanted video proof of the fact that it wasn't accessible in every biome in every layer, and may not have had the means to do so themselves, and at the same time may not have had any evidence or knowledge on which information was actually correct. Simply put, he went well above what most wiki editors would to provide truthful information.

I may be late commenting but i accidently got this golden carp during my fishing in underground hallowed to supply chaos fish for wrath potions lol. My fishing gears are mechanic rod and master bait as well as fishing potions. At that time, i never thought this golden carp was extremely rare so i dumbfounded sold it.

I found those fish for the first time while fishing in the dungeon, I can say that they are rarer than mythril and stockade crates, but not as rare as titanium crate.
240 fishing power with gold rod, master bait, angler armor, angler tackle bag, fish when its rainning and at dawn: 4-30 to 6-00.
Edit: 999 of them sold for 111 platinum coins lol.
