No he just does the 1.200 however I think china 3d prints does quite a lot for the 1.350. Can't be certain tho. If there's a big market for the 1.350 scale it could be worth sending Neil Woods a message to see if he is intrested to doing them.

My understanding is he made instructions for everything and they are on his website. Also, I don’t think the private promenade is that complicated, you should be able to figure it out.
