Removing the steering wheel ensures you're doing minimal damage while removing the cluster. It also makes the process a whole lot easier and no time is saved by not taking these additional steps.
Replacing the bulbs is fine, but you haven't addressed the dark spots. There's more work to be done.

Is the coupe cluster a different size from the sedan? Maybe the dash is smaller on the coupe vs the sedan. It was impossible to get my cluster out from my sedan. I had to remove the steering wheel regardless. It just would not come out

That’s a good question, as far as I know they aren’t different, but in all honesty, I haven’t owned a sedan e36 since my first one back in 2013, so it’s possible that’s the case, but I’d be genuinely surprised if it couldn’t be done with the steering wheel still in the car, however until I can try myself and see, you may be correct sadly

What if you put bulbs in all of the holes? Will the "non required" ones light up or they will be constantly off?

Good question! I’m not 100% sure, they may light up initially when powering on the car, but they won’t stay on like certain other lights, not only that, but even IF they did light up on initial startup, the unused bulb slots are either undesignated or for options that you car likely doesn’t have (like if you drive a manual vs an auto, there a light for if the auto trans has a fault that your manual car won’t ever need to use), but definitely no harm in seeing for yourself if you were ever curious, the job doesn’t take very long to do haha

It’s been a while since I put that video together, but I thought I linked the bulbs in the video description
