He made it clear at the end "I rewrote the devil’s story to take the power back” He’s identifying himself to Lucifer, the fallen angel from the heaven. That’s why the God in this song is talking to him like Dot’s been with him before he went down to earth for hundreds of reincarnation. I think this makes a such brilliant narrative turn in his discography if you recall For Sale from TPAB. He depicted Lucifer as a seducing and manipulative force in his life, and now he’s trying to make a peace even with Lucy by understanding him through storytelling. I guess life really is about perspective. This song may change my life.
The back and forward correspondence with God is more likely inspired by DMX's "Ready to Meet Him" where he talks to God. DMX also had other songs that used the same concept such a "Damein", "Stop Being Greedy", and so on. And the raw vocals and aggression ("Hellrazor", "Death Around the Corner" third verse, "My Closest Roaddogz OG", "Life So Hard" from Gang Related OST, "All Out", "Hell 4 a Hustler" etc.) is the other thing besides the beat ("Made Niggaz") and flow that he's taken from 'Pac for the song.

The central theme of this album is a holy war against enemies of hipop culture and black songs like blues. Hes describing three people like Drake who had power in the past but abused it or gambled or used drugs and led to their destruction. Whitney houston is the second black lady.
He's implying Drake is a reincarnation of that same idea (the three people). He's describing the reincarnation of an idea that could lead to the death of hipop and black music in general. Like we have sexy red and ems because of degeneracy of black music.
He then goes on to open a dialogue with God to make a plea to God to know if he did it right and has the right to bring judgment to the people he wants to destroy. But God says he's prideful and loves war and that those three people are a version of him. Therefore, humbling him and bringing him to life (carnated)
