Like Northern California during the wildfires. They only issue an evacuation after everybody in Northern California was in peril and probably going to die. And believe me they did I had months and months of work up there hauling away entire communities of burned homes. Some of the survivors said that when they got the evacuation orders their houses were already on fire.
you can say what you want but even when people are told way ahead of time to leave they blow the warning off and stay put then they cant get out and want a dangerous last minute Rescue it happens all the time with fire and floods .

I had a doctor's appointment in Visalia today and I have never seen water going over Highway 198. Returning home 137 going into Tulare was also closed and I had to go down Road 152 and Ave 152 to get into Porterville.

I remember white water rafting on the Little Kern River in the Springtime in the early ‘80s. What a BLAST! The raft struck a boulder and I went overboard, I went under the raft and came out on the opposite side still wearing my Angels baseball cap.
