Filoni's tier of canon was only added because he didn't want to adhere to previous established canon in C-Canon. If you compare the stories being told in TCW versus the stories being told in Star Wars Republic Clone Wars comics, you'll see how garbage TCW is. Because TCW is both intertwined with the EU at the start of its run in 2008 and continuing as part of Disney's Canon now, most people choose a head canon version of events for both. However, by removing the events of TCW entirely from the EU and retconning examples of TCW material inserted into other EU material (Darth Plagueis for example where a baby Darth Maul is give to Palpatine by a NightSister"), the timeline of the clone wars (as well as other things like characters Filoni changed or added that don't appear in the 6 Lucas movies for example) is consistent with the rest of the EU and the 6 Lucas films. Remember, TCW was Disney Star Wars before Disney Star Wars was Disney Star Wars.
