It looks like eczema, a rash which almost always starts in the creases of your elbows. If you've changed laundry detergent lately (especially to something heavily scented) or some other personal care product, that can often be the cause to sudden onset eczema.

Electric cars aren't really that good for the environment. Only marginally better when you factor in extra road maintenance caused by their immense weight and how the electricity is generated in most cities. Then for some extra tidbits: slave labor and grossly polluting lithium mines, road costs being put onto poorer gas users (same issue as solar). The US government been 3 companies in a trench coat forever but they are literally trying to saying cutting a check to the biggest cause of climate change is the best/only way to fix it. Could invest a quarter as much into public transit and green energy and get 10x the return.
