Time Place and Manner applies, as long a TTA was there at a Time when they are open, the place is a PUBLIC library and Manner to not do anything illegal IE: Yelling, Jumping on tables, being disorderly. TTA followed all the restrictions in this case 100%

We saw what happened in the last election, with rooms being closed while carts full of suspect votes were secretly rolled in and counted. With election officials taping paper to the windows so nobody could see what was going on.
