Ryan Smith wants control of at least three downtown blocks, unlimited building heights and a whole lot of public money as part of a deal to bring an entertainment district to Salt Lake City.
Those details came from an April 4 application the billionaire pro sports tycoon submitted to the city, kicking off negotiations for creating the new downtown district.

The city initially denied The Salt Lake Tribune’s open records request for the application, citing business confidentiality, but said Thursday that Smith Entertainment Group (SEG) ultimately waived its claim to withhold the record.
The application is the first part of a process laid out by SB272, the bill Utah lawmakers passed this year to pave the way for putting a billion dollars of public money into the sports district. The legislation allows Salt Lake City to raise its sales tax rate by half a percentage point to create revenue for the project area.
His application to create a new district calls for:
• A new 99-year lease for the block now home to the Delta Center.
• Leasing two blocks east of the Delta Center from Salt Lake County.
• Allowing SEG to keep the money generated by the sales tax increase for 30 years - except for a 1% administrative fee paid to the city and whatever the county and Smith’s group agree to use for renovations to the Salt Palace Convention Center.
• Lifting caps on building heights and allowing arenas, stadiums, heliports, and commercial and off-site parking as permitted uses in certain downtown zones.
• Potentially requiring tax increment financing, a tool that allows developers to tap new property tax revenues created in an area.
• The creation of a public infrastructure district. Such districts are able to issue bonds for things like roads.

Companies people work for that give good pay to people to raise their families, help buy a house, have a retirement, and a future are given some type of tax break or incentive from the city where they operate.. Everyone of them! Unless you want live a hellhole where no one has any opportunity, a job, or quality of life by all means keep advocating for your position... Do you have any idea how many people the evil billionaires and rich employee and give opportunity to? Millions more than people like you complaining about rich people. There is every incentive to give some type of package to a company to bring in their business to a community because if they don't guess what happens? They go somewhere else....

The billionaire reaping all the direct profits or the tax payers subsidizing the it through all sorts of tax credits, land rights, etc.? SLC resident here... the main issue, as I see it, is that there are historical and cultural buildings on the two blocks of downtown that Ryan & Co. want to acquire; Abravanel Hall being the most prominent one (home of the Utah Symphony). I'm all for the NHL in Utah, but nobody mentioned tearing down this concert hall to build whatever's going into the entertainment district. This is a non-starter for most Utahns... Ryan & Co. needs to find a better solution. BTW- the LDS Church (whom Ryan is a member) owns the 1 block parking lot North of the Delta Center. They've said, "absolutely not" with regards to giving up that piece of property.

Thank you for your insight. I was wondering about that parking lot. As for Abravanel Hall, what a lovely property that brings value to the area. It is a gem. When I lived in the area I never attended any concert but I can appreciate the architecture of it. SLC does appreciate the arts so I hope nothing happens to it.
PS - It is odd that they are willing to make changes to Salt Palace Convention and Abravanel Hall but the private property that was a LDS Church 100 years ago @ 740 300 W is a problem beign torn down. It is a useless building right now. Honestly if they saved some of the exterior bricks and interior finishing and incorporated that material into the lobby of much needed multi-family housing it would be useful and honor the past.
Quebec City has a arena already in place. Should have moved there instead.

My girlfriend owns a dog grooming salon in SLC. She was so excited about the Hockey team until I told her about the tax increase. Now she is furious. The cost of living here is outrageous.

It is far igher than it used to be, but Utah is *still* far below LA, Chicago, NYC< metro areas as an example. Does she realize there is an Army of people who all have city vehicles that drive around on garbage days looking in your recycling bin? It has been widely reported that at the end of the day most of it ends up in the landfill and isn't even recycled. Or how about the administration costs that raise the tax amount on everything... Believe me there are many things government does to be upset about but that frustration needs to pointed in the right direction... This type of tax increase which is minor is actually an investment in the Cities community and future. People actually benefit from this...

Well, not going to be going downtown anytime soon. Everything is incredibly overpriced, including the Jazz, Eccles Theatre (which was mentioned in the news bite), and restaurants charge exorbitant prices for mediocre food.

Never give taxpayer money to fund arena's or their supporting districts. There have been MULTIPLE studies over the years and they NEVER make the money the city or the developer claim. Further, if they are so great, why doesn't the developer sink all his cash or get his own loans? Reason. They are NOT that great of an investment unless you can get someone else to carry your bill.
You missed a very important part of this story. SEG group just purchased 111 acres of real estate outside of salt lake city for a practice facility. The practice facility should only take 20 acres of that. Sounds like a good place to move both the Jazz and the NHL team if things in Salt Lake start to go bad.

@@BarbieHitsBackto his point tho, when the team was moved from downtown to Glendale in AZ that’s pretty much where it all started going downhill. Takes 1-2 bad seasons and people no longer justify the commute. It’s a very valid point to not move it away from DT.
As an Salt Lake resident, I'm worried most about the historic Japantown. I'd like to see a revitalization of that history and community as part of this project.

Same issues with Muerelo Group in AZ: not a hockey arena but an entertainment district. The only difference is SLC and the SEG have public tailwinds. In AZ it was a lot of headwinds. As a competitive wheelchair endurance athlete, who raced in the SLC marathon multiple times, uhm….I can tell you headwinds are a lot of work. I’m a bit “bitter” about losing a NHL team in AZ but I’ll probably continue my investment with the Coyotes now in UT. But, this whole fiasco has so many lessons on the importance of good leadership, politics and business etc. If Craig Morgan writes a book on this, he has so much material to draw from. Until then, Go Bruins (birthplace team).
Well as a former Vegas native I knew all kinds of stories about Muerelo and his antics here running the SLS. That was the Coyotes biggest problem over the past few years. But the idea of taxpayer funded arena's is a joke....

The entertainment district proposal is similar to the old Reedy Creek Improvement District that the Florida Legislature gave Disney back in the 60’s.
They should put a baseball stadium on top of the basketball/hockey stadium.

What people need understand, there are 2 baseball stadiums to be built. The one in Daybreak is for the triple A Salt Lake Bees and the one in the power district in Salt Lake is for MLB. It is kind of confusing. I wonder if the Bee's will still be called the Salt Lake Bees when they leave Smith ballpark in Salt Lake.

A heliport is a ludicrous stipulation. The airport is 5 miles from downtown. Also Brodie, it was announced, the Utah Grizzlies of the ECHL are staying put, so that will make for interesting scuttlebutt. So cross off Grizzlies as an NHL team name.
I dont know why they wouldn't move to Tucson since the Roadrunners are leaving Tucson to return to Phoenix (Tempe).
My specialty is urban planning. They're requesting a special use district which is VERY common with a project like this. It will need a traffic study, parking will be needed. The city will make it what is needed around the arena. Large parts of downtown is already likely a special district. This arena will be used for 162 dates a year between two teams plus concerts and other events. Nothing shocking it's just the beginning. This is actually good arenas are trying to fit into the city not a Ford field in Detroit when the 🦁 aren't playing is completely vacant all but 8 days out of the year. It's trying to bring people to the area even on off days. Actually good city planning but there's more work to be done.
Only 41 home dates for NHL hockey, not sure about JAZZ, but believe it is also around 40 dates. The rest are road games.

The Salt Lake Tribune has always been a pessimistic news outlet that expects things to just magically get better without anyone stepping forward to do what’s necessary. SEG just said in their city meeting today they plan to invest $3B of their own money into this project. I know you don’t have time to watch a 2 hour city meeting but it seems liked SEG had the support of the city council, mayors, and community to make this happen.

It would be interesting to see how much money the SEG donates to the campaigns (and the interests) of the politicians involved in making the final call. The ironic part is the Delta Center will be "retrofitted" but the rest of the "entertainment district" will be brand new - with funding from tax payers (with proposal beyond the current agreement). He can see the $$$ signs of the cookie-cutter entertainment district concept and will smooth-talk his way to it. Yikes.

Correct. NY City has the Garment District, the Meat Packing District, the Financial District and so on. I think this happened organically without taxpayer funds. These businesses financed their own establishments. I don't think the City of New York is giving any one of these business owners total control of a District and paying them $54 million dollars a year for 30 plus years. Why would any State,City or municipality do this moronic deal. It sounds like another State of Florida vs Disney waiting to happen.

Sports salaries are getting so high, and the team can only increase ticket prices so much. Of course a new sports district will funnel cash into the owners pocket. If you are paying $1.2 Billion for the team, you need to increase revenue somehow. Here in Calgary the city and province are putting taxpayer money up for the new arena and district. I doubt you will ever see an arena, ballpark, stadium etc. built without a 'district' coming along as well. It's just business these days.
In 20 years all you will have is a sports team and one family getting super rich. Pass

BTW, if SLC says no, Smith just bought 110 acres in Sandy (a city south of Salt Lake) and will move both teams out of down town. The acreage will be used initially as the training location for the hockey team. Sandy is more than delighted to accommodate the Smiths.
So make a new arena catered for Hockey instead of shooting up the Delta Center with botox and an overpriced entertainment district? That sounds like the better choice and great for players and staff to have everything in one place.

It looks like the gist is for the taxpayers to basically fund the entire thing, whereby the Smith group and the developers he works with get paid with tax dollars, while the city or county keeps a very small percentage.
This is basically public extortion, it appears, and the public gets nothing other than a sports team in return. I suppose itll help a few business owners who lease in the entertainment complex adjoining the arena, but other than that the typical citizen only gets a sports team for which they then have to pay exorbitant prices to attend, which was financed by the taxpayers to begin with.

The Coyotes had an entertainment center, called Westgate outside what was then called Gila River Arena in Glendale, Arizona, too (granted, it's next to State Farm Stadium where the Cardinals play). So, it's apparent the hockey franchise wants another entertainment district.
It's the thing every owner wants to do now especially with gambling. Make a district around your arena and control the development and make a butt ton of money. Leveraging the arena is smart, Carolina's owner is doing this and I'm sure several others.

Not shocked by this. This is all moving very fast, no way they have the cash flow to do everything they believe they need to do. Also, not looking for the team to make a big splash in free agency, but probably a bit of trading of picks and expiring contracts next month.
I don't think it has anything to do with how much money Ryan Smith has. He has enough funds, but why would he want to use his own money when he knows he can probably get taxpayers to pay for it? Dude got rich for a reason, he is good at holding onto his money.

If it doesn't SEG has basically all the leverage. Another city in Utah (Lehi) has already had talks with SEG about funding an arena/ "district" in Thanksgiving Point. It will always be a Utah team but if SLC doesn't pass this then the team will happily move to Utah County.
I wouldnt fret much. So.ehow, someway, Smith will have money "appear". All i will say is that there's a certain organization who i know will make it happen.
I'm from Utah. Yes, there is a building height limit to Salt Lake City. One of the issues is "they" are considering tearing down Abravanel Hall, where the Utah Symphony plays. That is a beautiful venue and, to me, if that building is touched, I am a hard no. Additionally, I would lead protests against the team and not spend $1 to anything SEG owns.

That would be a pretty safe bet, considering all forms of gambling in the state of Utah are illegal. I believe, technically, even if an office had a football pool, if someone wanted to be a jerk and tell the police about it, they would have to shut it down. We have a nonprofit organization and we can't even sell raffle tickets for things. We have to sell popcorn or some thing and then give you a free ticket. It is really stupid. People complain about taxes but then Utah throws all that potential tax money away to Idaho, Wyoming, and Nevada because God forbid we have any gambling here.

Opinion on public funding and the "stadium district" concept notwithstanding, I'd say if this does get approved, there should still be a building height limit -- maybe taller than is currently allowed, but no more than 150 feet/12 stories. If a building really needs to be taller than that, then ask the city for an exemption.
Rusty Cannon, what a name
The state legislature approved $900 million for a new arena. Other owners would give their souls to get that amount of help. Hopefully they break ground for the new arena in the fall.
Well if SLC doesnt do it then both teams will move to the new 110 acres at Sandy SouthTown Mall he just bought and downtown is gonna suffer for it. its not a great trade but SLC Downtown needs more then just Temple Square and city creek mall to get people there and this will get people there. Itll revitalize downtown. I do think its dumb SLC has to pay for this when its a Utah thing. Maybe the whole county or several counties get the taxes and A portion of the income will go back to the city.

In my Opionion its more beneficial for SLC then him. But its more to revitalize downtown and keep it better managed. I think there should be trade offs for sure. He shouldn't get everything he wants but they probs some put stuff in there they are willing to take out in negotiations.

If the public wants to be involved in the NHL's and teams multiple insurance scams and contract washing history then buy in. The public should no be asked to fund merchandise sales while clothing, food and housing remains essential and expendable cash is becoming more rare.
I think the biggest negative, is the group getting to collect the sales tax, I don’t mind money to help develop but after that now increase in sales tax needs to go back, the return on investment part.

The plot all along was for the state to merely craft a bond district (thus the word "authorize") for the city, and that by appearances (my words, not hers) the Republican State and SL County would stick the Democratic city of Salt Lake with the bill by having them write and carry a billion plus worth of debt for both Delta Center and the mythical Mashed Potatoes MLB team when it arrives...Salt Lake City's population is a couple of pennies over 200,000. The county has a million two. And leave out Davis, Weber, and Utah counties (from whom the vaunted 2.3 million metro pop comes) - all of which benefit from this. Denver has a metrowide sales tax for sports, science, and cultural facilities. Seven counties. Everybody pays. Apparently this isn't the plan in "fair and balanced" Utah...By the way, Salt Lake has always had a squat downtown skyline due to the height ordinance that protects the view of the Temple. That ain't likely going away, any more than DC's will...

Sounds like an amazing opportunity for downtown Salt Lake City. Adding in high-rise hotels, office buildings, residential buildings, retail. A very large injection into the area, similar to what other cities like Edmonton saw when they developed Rogers Centre and the Ice District.

It's how Bettman and his lawyers friends make deals. New owners and new franchises are rarely based on the owner wanting to own a sports team. It's based on a house of cards of real estate and and arena deals. The current owners love get the franchise money, but end up subsidizing poorly financed teams in the future,.

IMO Utah has Smith by the nuts. He's already heavily invested in SLC owning the Jazz, the NHL team, and the Delta Center. I'd tell him you got your $900M to do major renos to the stadium you own. Here's how much more you'll get from taxpayers (city, county, state): $0.00. You'll continue to sell out all Jazz games and also NHL games for years. If you want to build more "stuff" in the surrounding area, by all means do it - but without tax increases or other forms of taxpayer assistance.
SEG now owns the Southtown Mall where the practice facility will be located. They actually have the city and state by the nuts. If they don’t do this they will move both franchises to Sandy and build the sports/entertainment complex there and revitalize that whole area. It’s the other way around, they need this more than SEG needs them.

@willp.8120 Pittsburgh and Cleveland don't compete for the same fans. Pittsburgh has the NHL and Cleveland has the NBA. This would be an NBA and an NHL team competing at basically the same time for the same fans in the same city.
