I think Camworks is by far the worst in importing tool models from manufacturer websites, Tool database is very counterintuitive and often coordinate systems when defined separately on a tool holder and insert and joint for inserts that are offset don't work properly , they misalign and simulation doesn't work right, and as you mentioned rake angle is not represented right. You should make a video with rake angle and offset insert, since lot of tools have offset inserts that is not even put onto manufacturer's websites information about the tool
if the cutter is offset this won't work, I ran into bunch of issues
