NOt compulsory, but I think my puppets with plastic mouth boards are more expressive and actually more durable. Once the cardboard starts to break down you have to replace it. This is not easy and involves ripping the puppet apart. So if you are just learning , or making a practice puppet go for the cardboard. If you are making a puppet you want to use for a long time find some plastic. I love those 1 gallon ice tea bottles, or bottles from laundry detergent.

Some puppeteers stick foam on the mouth plate to make the glue surface large. What do you think? Also may I ask you: How can I follow a more free and flexible jaw movement?

For more flexible jaw, make the tape less tight.
I think it's best to do it when its closed
when you trace the pattern for the mouth, is it wen the mouth is open or closed?
I trace the mouth when open, the goal is to have the head "rest" at about 1/3 open.

How would you make a bird beak for a puppet with a round head?
How long? I think foam would be the way to go, easy would be 3 triangles, two for the top one for the bottm
So if you were to have made the head out of felt and not foam, what would happen? Just curious.

I do this same mouth plate, just push the stuffing out of the way.

Edward Reyes yep, hot melt glue- I use the coolest setting I can so the foam doesn’t melt.
