Nogami wanted to do with his manga things that... just couldn't fit in the GuP universe. Mizushima decanonished RW to give his friend freedom to do as he wished with the spinoff. As you can see, that doesn't imply RW is bad - but it totally, completly, utterly precludes it ever, ever being made into an anime. The GuP project team won't do it, and Nogami legally can't do it.

I find the concept of an underground senshado circuit run outside of the JSF very interesting, but the execution is kinda insane and hard to reconcile with anime canon from everything I've seen.

I know it is very late anwser, but considering Saga of Pravda was a canon prequel to 1st season of GuP, and it made direct connection to Ribbon no Musha, it ultimatly confirmed it as canon story.
