Tbh Ina is the strongest being after Haachama, as a priestess of the Great Old Ones. They exist outside time and space... Well, maybe chaos would be stronger... not sure.
Haachama is the elder god of chaos, so she would be stronger. Ao-chan is Haachama lost cook book, so Ina is actually drawing on Haachama's power, so Ina could probably take on the council too.
If we we're going to power scale. Ina is the broken one she have the protection of Ancient One's a outside gods. Second to this is Calli since she is apprentice of death she cannot 1 shot you to death but she insanely durable and skilled Martial artist and cannot die. 3rd is Kiara because she can die but reborn again, her power mostly rely on her experience and phoenix flames. 4th is Gura as being a deep sea creatures like Aquaman, super strength, agility, and her Gawr state. Ame scale is the lowest in combat powers but also she is the most important of the team because of her time traveling power's.
Then there Haachama. The Primordial Chaos of All. She is the reason why Coco join Hololive and Coco suggested that Hololive EN should be created.

@@SenhorAlien Time-travel is Time-travel not some power to control time. And also I'm talking about combat powers. Amelia is ordinary human. The reason she became a Myth is because she can time travel using her clock not because she have time power's.
