Willow wracking with a balloon sounds just like a girl that age I knew, playing House she'd come up with these silly punishments playing the mom because it's all about imagining and testing things out, but then her mom, playing the girl, said "how about 10 minutes in my room" and the 4YO said sadly "no, that's a real punishment." She knows she testing boundaries yet doing it in a safe, fun way.
