These actually are officially licensed for sale in China. So it's a limited license for only that region. The company that made these just doesn't have the license to distribute elsewhere.
Do you have some source of information? i am trying to find something about that and found nothing.
These are licensed in China, you can get them graded by Chinese companies and possibly some other ones.
This one I haven't seen, but I saw card club and Kayou only graded by Chinese company
