The t1s say only half because it was that way when the announcement was being installed, and it says Sheppard because back then the platform signs would say that, so that is why the announcement says that

only for Feb 13th. There was a derailment at St. George so they ran some suplimentary T1s between Union and Finch. Note the T1s cannot go past Union towards VMC because that section is signaled by ATC and the T1s are incompatible it that new signal system

T1s do not have Automatic Train Control so they can't run on sections that have it enabled
