  • The federal government is planning an important change to how second-generation children born abroad to Canadian citizens can gain citizenship.
    Since 2009, Canadian parents who were born abroad could not pass down their citizenship, unless the child was born in Canada.
    Mackenzie Gray explains the changes, who qualifies, and what it means for Canadian parents who had children outside the country in the past 15 years.

      This was a court ruling based on constitutional law, the ruling would have been the same no matter who was the current ruling party. What we need to do is make them pay taxes if they want to continue to get Canadian benefits like America does . You either continue to pay Canadian taxes after you move back to your 'home ' or you renounce your Canadian citizenship. Don't pay taxes, Don't get benefits.

      Um... historically, it technically always has been. Sure, the natives were here when we got here, but they weren't always here to begin with. There is just a much longer time span that they have been here.
      And even with evidence showing there might have been some other group here before them... they too still might have gotten here some other route before as well. The Bering strait has been around for a long time; but not always underwater. And some arrived via very dingy boats of primitive style going along the coastline. (again, according to more evidence being found and confirmed over time.)
      Also, just as a note to all those who might find any of this offensive... I'd like to remind you that the human epoch thus far has been a very interesting and convoluted one, that is constantly being updated via new evidence we find along the way. It's not a simple thing, and can be quite complex. So perhaps all of that is wrong. Perhaps. But for now, the evidence shows thus far, that this is the case as it were until new evidence is able to compete against it, and prove to be the truer situation as it were.
      A good example is the Polynesians and their migration across the Pacific into what we now call the South and Central Americas. That's no easy trek, even by today's technological standards. And yet they did it, all those centuries ago. Not only that, but back to the case of the native populations, they too have plenty of evidence that shows they mostly if not all, came from across the Pacific as via land bridge or (it seems) potentially the sea as well.
      So. Canada, and America as it were, have always been a continent of immigrants, as far as we can tell. There just are gaps in time where the immigration slows, significantly at times.
      Imagine if Leif Erickson and the rest of that initial Viking journey to Vinland as they called us back then, had been successful in making their foothold up in ... I think it was Newfoundland? Maybe Nova Scotia. Either or, specific maritime land doesn't matter. They made it here well before many of the Europeans of their time. They just didn't stick around. If they had, how might that have changed things in the way we see things today?
      See. The human epoch is not a simple one. Migration has always been a thing, just with some places getting more of it, or being on the tail end of the migration instead. This continent is no different. The time spans change is all.

      This has nothing to do with immigration. This is about hereditary citizenship affecting 3rd generation Canadian Citizens born abroad. This Bill will mostly affect children of Diplomats but also Business, Tourists and Military personnel. Like you can't benefit from it unless you parents AND your grand-parents are Canadian Citizens themselves.

    So, here's what we can expect.
    We will once again, have hundreds of thousands of people who have never been to Canada, getting citizenship through fraud; and "immigration lawyers" who provide the narrative required to get citizenship to a country you have never been to...and don't intend to live in. Unless of course, you need surgery or some other expensive health care. Oh...and in exchange, all you have to do is pay attention to when an election is going to happen in Canada (a country you have never been to) and in exchange, all you have to do is remember to cast your ballot for the Liberals.
    Got it?
    It really is that easy.

    That will allow more foreigners to abuse our generous benefits system, especially health care and post-secondary education, without paying any taxes as non residents. Canadians are tired of paying high taxes for the benefit of non-Canadians, and our economy is suffering dearly because no one wants to invest in Canada because of the high tax regime.

    How to justify Canadian who do not live in Canada, announce themself as "Non Tax Resident of Canada", pay no Canadian taxes but can pass-a-long their citizenship to their children who born outside of Canada to access School, Health Care and Other Social Services?
    Canada should adapt US approach to TAX people globally and get rid of this non-sense "Non-Tax Resident" loophole.

      Canada needs to lower its taxes first. Canadians leave Canada because it’s just not a great deal. FYI Canadians outside of Canada don’t use any services within Canada. At most it would be for the lower uni tuition. The Harper issue was with the evacuation of Canadians that left Canada a long time ago. If Canada was a great place to live, no one would leave to retire somewhere else.

      What about these foreigners who are granted citizenship but never speak a lick of english, never step foot in canada, getting the ability to vote as expats. You'll get millions of paper canadians who dont live here and never have being able to vote in our elections. Services will collapse regardless based on immigration targets. But what about the country? Our heritage? It's gone. And within 4 election cycles from now Canada's future will be decided by people who don't even live here.

      This is a big problem as well for Canadians who live abroad during their most productive work years and pay taxes elsewhere. Then when they are old or sick, they return to Canada to use services like healthcare. Also, this claiming of citizenship via parents was happening before this announcement. I know of an 80 year oldish man who worked all his life in USA. Applied recently to get his Canadian citizenship when he realized his mother was Canadian. He has prescription coverage because his income is so low buy he lives in a very expensive building where studios start at $2700/month. He did not put anything into this economy and gets to reap benefits. He is rich enough to do many loopholes.

Most European countries don't even have full birthright citizenship(jus soli), let alone claiming it from an ancestor who lived in the late 18th Century. I think ethnic Irish people can claim back as far as greatgrandparents, under limited circumstances, but that's because they want people of Irish descent in Ireland. Not because they want to import a new voting base. And have you seen how western Europe looks today? Do you realize titular nations will be minorities in their own countries by the middle of this century? Not exactly something we should emulate, in my opinion

    What's crazy is I'm Canadian (born and bred) and cannot get healthcare as I've been outside the country since covid, now back working in Canada, paying taxes (that has never stopped) and denied healthcare coverage. However new citizens, immigrants refugees are handed all this

      If there's no healthcare nor housing, then no one gets it whether you're a refugee or not. No doctors means no doctors.
      Also kinda rich of you, considering that Canada paid for your primary education - and childcare in Québec - which costs hundreds of thousands of dollars. Which is not the case for most immigrants. Same for healthcare.
      I'm sorry but you sound like someone who decided to blame Canada's well-known problems on people who can't even vote. Housing has decoupled from incomes in early 2000s - albeit watered down by unltra-low rates - healthcare wait times have been escalating ever since 1990s. Wages have lagged behind the US since 1867. Where have you been in the past 40 years?

      Many European 🇪🇺 countries, like Italy, Ireland, Greece, Poland allow people to claim citizenship by descentif they had grandparents or in some cases great grandparents from that country.

    I’ve been in in Canada since 1993 and I’m still not a citizen… I’ve been let down by my mom and the government. I was 8 when we came here I’m now 39 years old. It’s like jumping hoops…but … this can happen?

Trudeau boasted back in October 2015 to the NYT about Canada being the world's first "post nationalistic" state, so I wonder if his agenda/policies are to move Canada towards this "vision"? It was never explained to Canadians. . What is a hyper nationalistic "state"? I agree we have moved beyond multiculturalism, and a further splintering of groups?. Identity politics combined with grievance politics? That is a dangerous and costly combination.

    The Minister says that Canadian Citizenship is valued around the world, but not if you start putting it in a Cracker Jack box.
    Canadian Citizenship should be given to people who want to live in Canada, and not just because they want a Canadian passport. If someone obtains citizenship, they should be able to keep it only if they live in Canada a certain number of years.

      Nobody is limiting anybody's freedom of movement because people will continue to be free to move wherever they want. They can decide to live anywhere they want. They just lose their citizenship if they don't live certain number of years in Canada.
      There are plenty of examples where people become Canadians to immediately go back to their country. Then, when a war erupts, they use their Canadian citizenship to demand help from the Canadian government.

I have a lot of friends who decided to live in the US they shouldn’t lose their citizenship . and others decided to move to europe they shouldn’t lose it either… ..

      People who were born in Canada could have never been able to plan their Canadian citizenship, so of course these people never lose it.
      But if someone applies for Canadian citizenship, and immediately after that they go back to their country until they get sick or a war erupts, they might as well have gotten their Canadian citizenship in a cracker jack box.

    My mom is a Dutch citizen. My dad is a Polish citizen. I was born and live in Canada and I am a Canadian citizen. I am not a Dutch or Polish citizen. Why would I be anything other than a Canadian citizen? Should i have a right to vote on the goings on in either of those countries? No, that's absurd. This is all stupid.

      of course, she loves it she really gets a huge benefit not only is she exempt from worldwide income but if she represents herself as American or Canadian, depending on situation, she also gets the backing of American political clout worldwide (because we are much further down the list, often used for a jump-off point to the US) while getting Canadian financial benefits while living abroad She can be under the umbrella of both because if in trouble, best to be US or UK. Canada is not viewed as a strong power, but an easier immigration path. They all know, just not our stupid governments.

    I have questions, If someone who is born outside Canada to Canadian parents,has never lived in Canada has no intention of living in Canada,will they be able to vote? Will they be able to collect Federal benefits? What if only one parent is a Canadian citizen? Why should they have the same rights as those of us who live,work,pay taxes in this Country? In Britain for example if your parents were born there but you were not you can apply for a "Right to abode" which costs 500 pounds,if approved it means you can live and work,pay taxes but you do not have citizenship,why have we not gone that root.

    Most of the countries grand citizenship to the children of their citizens born abroad. Canada is not unique in granting the citizenship but it is unique in not giving the citizenship to the children of their citizens. My Canadian German friend was stuck in Germany because her kids were not canadians. She was divorced from her husband long ago. I think the rule makes more sense.

    This is a normal policy in Great Britain. My grandmother is Scottish with Canadian Citizenship. My mom could apply for her GB citizenship even though she was born in Canada.

What IS wrong is the government trying to erase natural Canadians with people who have zero ties to this land and its people and history. It would be like if Japan started giving out citizenship to Nigerians and treating them like Japanese citizens even if they've never set foot here. Japan has no connection with Nigerians, and that would only serve to erase the identity of natural ethnically Japanese.

      @@SaltySteff Hi Salty and Oswald. The arguments given are interesting, but not the complete truth. These people do have ties to Canada, their parents, grandparents, aunts, uncles, cousins. I have an example in my own family. A nephew was born in USA, (American mother Canadian father) while my brother was playing pro hockey. They came home when he was a baby and moved back to the States when he was a young child. My nephew has no physical ties to Canada really, except his family, whom he see on the regular with visits to the States and Zoom. He has his citizenship because they got it for him during the couple years they were home. According to your logic there’s nothing here for him, he pays no taxes here (he’s grown now), and therefore has no more rights to that citizenship given to him than the people we are talking about. My others nephews are in reverse, they were born here with Canadian citizenship, and had to get USA citizenship. Since they are no longer in Canada should they loose it even they haven’t lived here since they were babies? The world is a lot smaller and more intertwined than lines on a map. If anything, the pandemic showed us that. Besides for Oswald’s argument, these people would have more ties, respect and love of Canada than the average immigrant or refugee fleeing violence and poverty regardless of ethnicity or race.     This should apply to children who have a parent who is only a citizen of Canada. If their parent is a double citizen and are living in the other country of which they are citizen, and if their children are born there and are citizens of that country, they should not be eligible for Canadian citizenship.
