I wouldn't know from just that, however make sure you check if you're tracking the right spell ID, if the opacity settings are as they should be, and if you're tracking the right target (if you're talking about a buff)
Should be, if I recall correctly it shows up as a buff, so you can just check if the buff is present. If you can't find it by name you can find the spell ID for it on wowhead and use that

Is it possible to sort dots by time remaining?
I'm not familiar with a sorting option. It's definitely possible to make a bar of dots and make them only show up when they're about to expire though
