Bit of musical theory to help explain why this song is so mesmerizing: the song alternates between the 5th and the 4th chord without (I think) hitting the 1st, kind of unusual..
They do hit the 1, though weakly, mostly when the melody hits its highest note in the verse. But I agree, the sense is of no resolution, and the lyrics add to that.
Also, the time signature is a little ambiguous at times, which adds to it. This song is so interesting to listen to from a musical theory perspective, and so beautiful just to listen to :)

I liked the Bunker Studios version, with the harmonies, where she is singing outwardly.
